CONGRESSIONAL DEBATE GUIDE FOR STUDENTS AND JUDGES AND COACHES

 


If you are hosting Congress at your tournament, here are two folders you’ll want to construct and their contents. Note that some may hit the NSDA firewall; you’ll need to log in as an NSDA member to access.

 

PARLIAMENTARIAN FOLDER FOR EACH CHAMBER

*A copy of your legislation packet for your tournament

*Docket if you have pre-set docket before beginning of first session

*Seating charts for each session for Parliamentarian (also one for Presiding Officer to use). You can create and print these in Tabroom.

*A roster of competitors printed from Tabroom.

*The set of placards with the kids’ names printed on them (Senator Smith). Tabroom can print these nicely. Add your tournament logo and print them on cardstock!

*Table of Frequently Used Motions

*Forms from this downloadable Zip file 

  • Amendment Forms
  • Agenda Report
  • Oath of Office
  • Precedence/Recency Table for Presiding Officer
  • Master Parliamentarian Ballot for end of the day (if using paper ballots)

*Extra speech ballots and presiding officer ballots for judges (if using paper ballots)

 

JUDGE FOLDER FOR EACH JUDGE

*A copy of your legislation packet for your tournament

*Docket if you have pre-set docket before beginning of first session

*Seating chart for particular session Judge is judging from Tabroom

*A roster of competitors printed from Tabroom

*Presiding Officer Scoresheet (if using paper ballots) — evaluate every hour

*Speech Scoresheet (if using paper ballots) — one per competitor plus a couple of extras

*Two-sided rubric for how to score speaking and how to score presiding (pages 14 and 15 of this guide run off as two-sided paper — could also just run off whole guide).

* Master Ballot to use at the end of the session (if using paper ballots) — one of the forms in the zip file.
